Arrested man first to be charged with vandalism at new county jail
The first charge of vandalism at the new Carter County Jail was filed this past week. It was filed against an individual arrested numerous times over the past few months, including three times in one week.
On Wednesday, James Norman Scott II, 19, 128 Railroad Street, was charged with vandalism over $500 by Deputy Nick Andes of the Carter County Sheriff’s Department. Andes said he observed Scott, who arrested just a few days before, break the sprinkler head in a cell in the new Carter County Jail. He then observed a flood of water begin pouring out of the cell from the sprinkler and inmates rushing to the cell door, begging for the door to be opened.
