Directline: No policy exists on reimbursement of costs to City of Elizabethton for special events

Q. What is the policy of the City of Elizabethton on reimbursement of costs for safety and security provided by the Elizabethton Police Department for special events, such as the Fourth of July Parade in downtown Elizabethton, public appearances by members of Congress and local political fund-raising events? 

A. “I do not think anyone reimburses the city for special events,” said City Manager Fred Edens. “For example, the (weekly) Car Show costs the citizens of Elizabethton between $11,000 to $13,000 a year in police and street budgets. We have never required reimbursement.”

The cost for the Elizabethton Police Department to work the 2012 Fourth of July Parade was about $1,696.96. The EPD spent 67.5 man hours on safety and security in conjunction with the parade, according to timesheets in the city payroll department.

“I am not aware of a specific policy that addresses reimbursement of costs for special events or public appearances by members of Congress,” said EPD Chief Matt Bailey. “The EPD simply executes the approved operational plan we have in place for the various events.”
