Driver accused of hit-and-runs shocked four times by police


Elizabethton police say a man they used a stun gun on three times during the course of his arrest Thursday had to be subdued a fourth time in a hospital emergency room.

Felipe Ignacio Borquez, 18, 179 Whitson Drive, Elizabethton, was charged with DUI, vehicular assault, multiple counts of leaving the scene of an accident with injuries and property damage, assault on officers, resisting arrest and disorderly conduct after police said he plowed his way through the city in an SUV.



After his arrest, during which EPD Capt. Art Smithdeal shocked him three times with his department-issued stun gun, Borquez was taken to Sycamore Shoals Hospital.

According to police reports filed by officers James Sexton and John Bulla, Borquez once again fought officers after an examination at the hospital.
The officers said Borquez fell to the ground in the hallway of the hospital’s emergency room and began kicking, screaming and yelling profanity at them.

For the fourth time that evening, Borquez received a stun gun shock before complying with police requests.

He was eventually taken to the Carter County Jail and booked.

EPD Maj. Shannon Peters said Friday that his officers’ employment of stun guns was justified to keep control of Borquez.

“All of the officers acted appropriately in their use of force,” Peters said. “They did what they had to do to protect themselves and the offender. Our Tasers are really a useful, non-lethal tool to make sure some violent offenders don’t hurt our officers, other people or themselves.”

Borquez stands accused of being involved in three separate hit-and-run crashes on G Street and fleeing the scene from Carter Boulevard to Southside Road, where the Ford Explorer he was driving gave out after losing a tire.
