Elizabethton planning commission denies alley closure request


The Elizabethton Regional Planning Commission rejected a property owner’s request to partially close an alley running between North Roan Street and Walnut Street.

Robert Luttrell presented the request to the commission to partially close the alley behind three residences starting at Mill Street toward Riverside Drive.

Luttrell made the request to close the alley because he said he was concerned for the safety of his property and his children because of increased use of the alley. He said he paved a portion of the alley 10 years ago to improve the appearance of the property and to have better access to his garage. He said he received a permit from the city to pave the alley.

He said that since then, adjoining property owners have begun using the alley access their property, and Luttrell requested the alley be closed. He said he had spoken with the majority of the property owners along the alley who supported closing it.

Three residents who live along the alley attended the Commission meeting and all spoke out against closing the alley.
