The National Weather Service upgraded the flood watch covering all of Carter and Johnson counties to a flood warning until Wednesday morning.
One to two inches of rain are expected in the warned area, according to the NWS, and excessive runoff is expected to swell rivers and flood surrounding areas.
The NWS advised local residents against driving through water on roadways, stating that most flood deaths occur in vehicles.
The warning is in effect until 6 a.m. Wednesday morning.
Carter County schools will be closed Jan. 16.
Elizabethton City Schools are on a 2-hour delay.
For those displaced by floodwaters, the Red Cross and Carter County Emergency Management Agency have staged a temporary shelter at Grace Baptist Church, 1114 Broad St., Elizabethton.
