Group renews focus on business improvement district


The Downtown Business Association resumed discussions on creating a Central Business Improvement District, intended to spur improvements to downtown Elizabethton.

A CBID would collect an additional property tax on downtown properties to create a fund to be used by property owners.
An improvement district can be created by having more than half of the property owners in the proposed area sign a petition requesting the district or by City Council passing a resolution forming the CBID.

Councilman Richard Tester asked association members if they still planned to pursue the CBID. He said the group had not discussed the district in a few months and it wasn’t clear if it was something they were still interested in.

“Has this fizzled out or do you want to go forward with the petition to City Council to show you support the CBID and want it to happen?” Tester asked.
