Carter County Sheriff’s Department Sgt. Derrick Hamm identified the man as Cody Julian, 22, 123 Journey’s End Road, Elizabethton.

Julian was placed on a stretcher inside the vehicle and removed through the car’s back hatch by Carter County emergency personnel.

“It appears he was coming down the road and got his tires in some loose chat,” said CCSD Lt. Patrick Johnson. “He hit the brakes and the tire tracks show lockup and he slid down into the creek.”

Johnson said there was no indication that speed was a factor and no charges were being placed on Julian at that time.

“People get nervous sometimes when they hit chat,” Johnson said. “Once you lock your brakes up, you lose your steering ability and it just sent him right off the road.”
