TBI identifies victims of double homicide

The Tennessee Bureau of Investigation has identified the two victims of a double homicide and arson in the Roan Mountain community of Carter County.

TBI Spokesperson Kristin Helm said Russell Glenn Shell, 54, and Joyce Brock, 61, were shot to death. The garage at 120 Hemlock Lane in Roan  Mountain, where the couple was living, was then set on fire, Helm added.

Officers from the Carter County Sheriff’s Department, TBI and Tennessee State Bomb and Arson division are investigating the fire.
